COORDINATED PUBLIC TRANSIT - HUMAN SERVICES
TRANSPORTATION PLAN 

Revisions to Coordinated Plan 

A Coordinated Public Transit - Human Services Transportation Plan must be adopted by the CCMPO in order for eligible project sponsors such as CATA and the Centre County Office of Transportation (CCOT) to access federal funds from the Jobs Access Reverse Commute (low income individuals, reverse commuters), New Freedom (persons with disabilities), and Section 5310 (senior citizens) programs. 

In May 2007, the CCMPO Coordinating Committee adopted an Interim Coordinated Plan.  In October 2007, the PennDOT Central Office provided guidance about updates needed to ensure that Coordinated Plans are in compliance with the most recent federal metropolitan transportation planning regulations.  PennDOT has stipulated that fully-compliant plans must be adopted and submitted to the Central Office by February 29, 2008. 

In January 2008, staff reported to the CCMPO Committees that minor revisions to the CCMPO's adopted Coordinated Plan are needed to ensure full compliance with federal regulations. 

At the meeting, staff will review the proposed revisions, and provide the Technical Committee's recommendation. 

The Coordinating Committee should receive the staff presentation and Technical Committee's recommendation, and consider approval of minor revisions to the CCMPO's Coordinated Plan to ensure that the Plan is fully compliant with federal regulations.

ITEM 6 

FY 2008-09 UNIFIED PLANNING WORK PROGRAM (UPWP) 

Review Draft #2 UPWP

Each year in February, the MPO adopts a UPWP for the fiscal year which begins on July 1 of that year and ends on June 30 of the following year.  The UPWP lists the work tasks to be completed by the CRPA and the CCPCDO on behalf of the CCMPO.  Staff is currently operating under the FY 2007-08 UPWP. 

At the November 2007 CCMPO meetings, staff presented PennDOT's priorities for the FY 2008-09 UPWP, and reviewed candidate projects for supplemental planning funds.  A first draft FY 2008-09 UPWP was then prepared and reviewed at the January 2008 CCMPO meetings, with particular focus on three potential supplemental planning funds projects. 

On January 22, 2008, the Coordinating Committee approved a motion directing staff to include two candidate supplemental planning funds projects in the FY 2008-09 UPWP, which will be presented to PennDOT for consideration. 

      #1 Priority  Task VII.A. Update Travel Demand Model and Socioeconomic Forecast Data 

      #2 Priority Task VII.B. Municipal Bridge Database 

The PennDOT Central Office will make a decision about approval of the candidate projects in March 2008. 

At this meeting, staff will provide a brief presentation about key projects in the UPWP, but will not review the UPWP in detail.  Staff will also report about the possible inclusion of additional funds for certain work tasks, as referenced in PennDOT's annual Planning Priorities Letter and discussed at the November and January CCMPO Committee meetings.  The Draft #2 UPWP does not include the additional funds.

UPWP TIME EXTENSIONS FOR SUPPLEMENTAL PLANNING FUNDS

Coordinated Public Transit-Human Services Transportation Plan

The CCMPO's FY 2006-07 UPWP included supplemental planning funds to complete a Coordinated Public Transit - Human Services Transportation Plan.  An Interim Coordinated Plan was developed and adopted by the CCMPO in May 2007, using an abbreviated scope and schedule mandated by PennDOT. 

Because of the abbreviated scope and schedule, the Coordinated Plan was prepared by the CRPA, instead of using consultant services as originally planned.  As a result, a significant balance of supplemental planning funds for this project remains in the FY 2006-07 UPWP. 

In October 2007, PennDOT provided guidance for preparing Coordinated Plans that are fully compliant with federal regulations (e.g. no longer an "Interim" Plan).  Minor revisions to the CCMPO's Coordinated Plan are required, as noted in a previous agenda item.  The guidance also specifies that the CRPA must administer applications for funding from the programs addressed in the Coordinated Plan, with these activities occurring through June 2008. 

The unexpended balance of funds from the FY 2006-07 UPWP can be utilized to complete the update of the Coordinated Plan, and to administer the funding applications.  In order to maintain access to the unexpended funds until all tasks are completed, the termination date of this task in the FY 2006-07 UPWP must be extended.  PennDOT and the Centre Regional Planning Commission will execute a letter supplement to the FY 2006-07 Annual Agreement to extend the termination date from March 31, 2008 to June 30, 2008, contingent upon the CCMPO's amendment of the FY 2006-07 UPWP. 

The Coordinating Committee should consider amending the FY 2006-07 UPWP to extend the termination date for the Coordinated Plan.

 The CCMPO's FY 2007-08 UPWP includes supplemental planning funds for two projects:

       Task VII.A.  Coordination of Comprehensive Land Use Planning and Transportation Planning

         Task VII.B.  Assessment of Public Transportation Services in Centre County 

These projects are underway, however, the work tasks will extend beyond the June 30, 2008 termination date of the FY 2007-08 UPWP.  Thus, the termination date for both supplemental planning funds projects should be extended to maintain access to funds that remain unexpended after June 30, 2008. 

PennDOT and the Centre Regional Planning Commission will execute a letter supplement to the FY 2007-08 Annual Agreement to extend the termination date from June 30, 2008 to June 30, 2009, contingent upon the CCMPO's amendment of the FY 2007-08 UPWP. 

The Coordinating Committee should consider amending the FY 2007-08 UPWP to extend the termination date for Tasks VII.A. and VII.B. (supplemental planning funds projects) in the UPWP.

TRANSPORTATION IMPROVEMENT PROGRAM (TIP)
 

New State Bridge Initiative

In Pennsylvania, the Transportation Improvement Program (TIP) and the Twelve Year Transportation Program (TYP) are updated every two years, with the update process taking approximately one year.  From September through December 2007, CCMPO staff provided overviews of transportation issues relative to the new TIP, and worked with PennDOT and CATA to develop a Preliminary Draft TIP.  On January 22, 2008, the Coordinating Committee approved the submission of a Preliminary Draft TIP to the PennDOT Central Office.

On February 5, 2008, Governor Ed Rendel announced a new initiative to make infrastructure improvements in Pennsylvania, including an expanded program for repairing or replacing structurally deficient state bridges.  The proposed program would increase expenditures for state bridges from the current $1.1 billion per year to $1.6 billion per year, and would be financed with two mechanisms: 

Act 44 revenues shifted to state bridges from the Pavement Restoration Line Items and Betterment projects on the Preliminary Draft 2009-2012 TIP

$200 million per year in revenue for ten years from a bond issue

Goals of the new initiative include: 

Completed repair/replacement of 1,000 structurally deficient (SD) state bridges in three years

Reduce the number of SD state bridges by 40% in ten years

Revisions to the Preliminary Draft 2009-2012 TIP are needed to reflect additional bridge preservation, repair, and replacement projects.  On February 11, 2008, a special Planning Partners meeting was held, and each PennDOT Engineering District, MPO,  and Rural Planning Organization (RPO) was provided with specific targets for the expenditure of bridge funds on the 2009-2012 TIP.  Revised Preliminary Draft TIPs must be submitted to the PennDOT Central Office by March 7, 2008. 

PennDOT District 2-0 and CCMPO staff are working to revise the Preliminary Draft TIP.  At this time, staff believes that a Final Draft TIP may still be prepared for review by the Coordinating Committee at its March 25, 2008 meeting.  The Coordinating Committee will then be asked to approve a Final Draft TIP for public review in late March.  Following the completion of an Air Quality Conformity Analysis and a required 30-day public comment period, the CCMPO will consider adopting the TIP in late June 2008.

LONG RANGE TRANSPORTATION PLAN (LRTP) 2008 UPDATE

At its September 26, 2006 meeting, the CCMPO Coordinating Committee adopted the Centre County LRTP 2030.  The LRTP was then updated in June 2007 to be in full compliance with the requirements of the Safe, Accountable, Flexible, Efficient Transportation Equity Act -- A Legacy for Users (SAFETEA-LU) federal transportation legislation. 

An update of the LRTP in 2008 is necessary for two primary reasons: 

To add projects financed with additional revenue provided through Pennsylvania Act 44
To address federal Year of Expenditure (YOE) regulations (revised projections of revenue and project costs)

Because the revenue and cost projections will be revised, some projects will have to be removed from the LRTP in order to maintain fiscal constraint.  Because the projects most likely to be removed are "air quality significant", an air quality conformity analysis must also be performed for the 2008 Update. 

The 2008 Update of the LRTP will be completed concurrent with the preparation of the new 2009-2012 TIP.  This schedule will allow one air quality conformity analysis and one public comment period to be completed for both the 2008 LRTP Update and the 2009-2012 TIP.   

At this meeting, staff will provide a status report about the 2008 Update, including key assumptions for the revised fiscal constraint analysis and project cost projections relative to Act 44 revenue and federal YOE requirements. 

A draft fiscal constraint analysis and project list for the 2008 Update will be presented to the CCMPO Committees for approval in March.  This step will permit the air quality analysis to be completed, and the updated Plan to be advertised for the required 30-day public comment period in April.  Final adoption of the 2008 Update is anticipated in June 2008.

FEDERAL FUNDING EARMARKS 

 

Process for Coordinating Earmark Requests 

The CCMPO's Performance Review Committee has been meeting since fall 2006 to discuss the operations of the countywide MPO.  Members of the Review Committee indicated a desire to discuss federal funding earmarks, including whether there should be a process for the CCMPO to coordinate earmark requests, and whether the CCMPO should request earmarks on a regular basis. 

The earmarking of federal funds for transportation projects typically occurs through one of two legislative actions: 

Passage of a periodic federal surface transportation authorization bill.  The current federal transportation authorization legislation is the Safe, Affordable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), which became law in 2005, and expires at the conclusion of federal fiscal year 2009.  In recent years, authorization legislation has typically covered a five or six year period.
Passage of the annual federal transportation appropriations bill.

Earmarks have been received for projects in Centre County through both authorization and appropriations bills.  Examples of recent earmarks include, but are not limited to: 

CATA - vehicle rehabilitation/replacement
Penn State University - improvements on roadways near the new baseball stadium
Centre Region COG - Eastern Inner Loop
Ferguson Township - Western Inner Loop
PennDOT - Route 220/322 Relocation (I-99)
PennDOT - Route 322 Corridor O1

At this meeting, staff will briefly review the federal earmark process, and provide comments about coordinating earmarks with the CCMPO's Long Range Transportation Plan (LRTP) and Transportation Improvement Program (TIP). 

The Coordinating Committee should discuss whether there should be a process for the CCMPO to coordinate earmark requests, and whether the CCMPO should request earmarks on a regular basis.

2.  At its January 22, 2008 meeting, the CCMPO Coordinating Committee directed that correspondence be sent to the Governor, state legislators, and the Pennsylvania Turnpike Commission about the I-80 toll conversion project.  Attached are letters received from State Representatives Mike Hanna and Scott Conklin relative to the I-80 toll project.

3.  At its January 22, 2008 meeting, the CCMPO Coordinating Committee directed that correspondence be sent to PennDOT Deputy Secretary of Transportation for Planning Jim Ritzman and state legislators about the CCMPO’s request for spike funding for the I-80/Route 26 Section A18 Local Access Interchange.  Attached are letters received from State Representatives Mike Hanna and Kerry Benninghoff about the request for spike funds.

4.   On February 19, 2008, Sue Hannegan, former Assistant Manager of Bellefonte Borough, assumed her new position as the Assistant Director of the Centre County Planning and Community Development Office.  Sue will continue as a member of the CCMPO Technical Committee, and will switch from the non-voting representative of Bellefonte Borough to one of the voting representatives of Centre County.  We look forward to working with Sue in her new position.
