ITEM 5

2009-2012 CENTRE COUNTY
TRANSPORTATION IMPROVEMENT PROGRAM (TIP)

Review Preliminary Draft TIP

for Submission to PennDOT Central Office

Bullet TIP Summary Highway Element Preliminary Draft
Bullet TIP Summary Transit Element Preliminary Draft

In Pennsylvania, the Transportation Improvement Program (TIP) and the Twelve Year Transportation Program (TYP) are updated every two years, with the update process traditionally taking approximately one year.  Guidance documents for preparing the new 2009-2012 TIP and TYP were provided to MPOs and RPOs in June 2007.  Updated financial guidance was provided to the MPOs and RPOs in September 2007.

At the September and November 2007 CCMPO meetings, staff provided an overview of transportation issues in Centre County relative to the new TIP.  During that time period, PennDOT updated costs and schedules for highway and bridge projects, leading to the development of a Preliminary Draft Highway Element of the TIP, in consultation with MPO staff.  CATA and MPO staff have also developed a Preliminary Draft Transit Element of the TIP.

A Preliminary Draft TIP must be submitted to PennDOT by January 25, 2008.  The PennDOT Central Office will provide comments to the CCMPO about the Preliminary Draft TIP by February 22, 2008.  In late March 2008, the CCMPO will approve a Final Draft TIP for public review, and adoption of the TIP by the CCMPO is scheduled for late June 2008.

At the meeting, staff will review the following attachments:

Summary of the Preliminary Draft TIP (highway element)
Summary of the Preliminary Draft TIP (transit element)

*****

An overview of the highway element of the new TIP follows:

Includes Act 44 revenue:

- New Pavement Restoration line item in all four years
-
Additional bridge projects

- Route 26 Pine Grove Mountain, Route 350 Sandy Ridge, and Route 322 Potter Township safety improvement projects.
-
North Atherton Street Signal Improvement project
-
Whitehall Road/University Drive Extension project
- Old Fort Park and Ride Lot

Carries over Betterment projects from the 2007-2010 TIP, including but not limited to:

- Route 45 near Old Fort
- Route 550 Bishop Street

Includes a limited number of new highway projects:

- Route 26/64 Pleasant Gap Betterment project
- Route 150 Congested Corridors Improvement Program project (additional phases)

Reflects latest PennDOT District 2-0 bridge priorities:

- Additional phases of bridge projects being carried forward from 2007-2010 TIP
- New projects are being added

Approaches are being considered for distributing Congestion Mitigation and Air Quality (CMAQ) allocation:

- Potential line item setaside for public transit projects
- Project selection process

Includes a small portion of funding for the Construction phase of the I-80 Section A18 Local Access Interchange from the base allocation (formula) of funds.  The CCMPO has requested the PennDOT Central Office to allocate spike funds for the Construction phase of the interchange.  The latest estimate of cost for the interchange is approximately $43 million.

*****

The Technical Committee should review the attached information, receive the staff report, and provide a recommendation to the CCMPO Coordinating Committee about the submission of a Preliminary Draft TIP to the PennDOT Central Office.

The Coordinating Committee will consider the recommendation at its January 22, 2008 meeting.

Presented by:    Tom Zilla, CRPA; Vickie Rusnak, PennDOT District 2-0

ITEM 6

FY 2008-09 UNIFIED PLANNING WORK PROGRAM (UPWP)

Review Candidate Supplemental Planning Funds Projects

Bullet FY 2008-09 Potential SPF Projects

Each year in February, the MPO adopts a UPWP for the fiscal year which begins on July 1 of that year and ends on June 30 of the following year.  The UPWP lists the work tasks to be completed by the CRPA and the CCPCDO on behalf of the CCMPO.  Staff is currently operating under the FY 2007-08 UPWP.

At the November 2007 CCMPO meetings, staff presented PennDOT’s priorities for the FY 2008-09 UPWP, and reviewed candidate projects for supplemental planning funds.  As directed by the Coordinating Committee, staff prepared descriptions of three candidate projects for supplemental planning funds.

The purpose of this agenda item is to review the candidate supplemental planning funds projects.

The Technical Committee should review the candidate supplemental planning funds projects, and provide comments to staff and the Coordinating Committee relative to priorities for supplemental planning funds.

A draft FY 2008-09 UPWP will be prepared by staff for presentation to the CCMPO Committees in February 2008.  The UPWP must be adopted by the Coordinating Committee and submitted to the PennDOT Central Office by February 29, 2008.

Presented by:    Tom Zilla, CRPA

Action:  Provide comments to staff and the Coordinating Committee about the candidate supplemental planning funds projects.

ITEM 7

COORDINATED PUBLIC TRANSIT - HUMAN SERVICES
TRANSPORTATION PLAN

Updates to Coordinated Plan

In May 2007, the CCMPO Coordinating Committee adopted its Coordinated Public Transit - Human Services Transportation Plan.  A Coordinated Plan must be adopted by the CCMPO in order for eligible project sponsors such as CATA and the Centre County Office of Transportation (CCOT) to access federal funds from the Jobs Access Reverse Commute (low income individuals, reverse commuters), New Freedom (persons with disabilities), and Section 5310 (senior citizens) programs.

In October 2007, the PennDOT Central Office provided guidance about updates needed to ensure that Coordinated Plans are in compliance with the most recent federal metropolitan transportation planning regulations.  PennDOT has stipulated that fully-compliant plans must be adopted and submitted to the Central Office by February 29, 2008.

Staff anticipates that minor revisions to the CCMPO’s adopted Coordinated Plan are needed to ensure full compliance with federal regulations.  At the meeting, staff will review the revisions anticipated to be needed.  A revised Plan will be presented to the CCMPO Committees in February for adoption.

The Technical Committee should receive the staff presentation about revisions to the Coordinated Plan, and provide comments to facilitate the preparation of a revised Coordinated Plan.
